One always sees the same comments from years ago. Engagement would be increased if the default were to go by time. Shows can change, but I feel discouraged to leave a comment when few would see it.
You can change the comment view by clicking on “recent” at the top of the comment section, rather than “popular”.

Yes, I understand that. But as “popular” is the default, most people will never see new comments.
I am suggesting that “recent” be the default.
I’m not sure we’ll change the default, since we want the best comments (theoretically) to be surfaced when someone visits the summary page. We might consider adding a user setting to control what tab is selected by default.
Maybe you could do what some social media sites do and blend the two for a ‘recommended’ view?
For example:
- Top rated comment
- Top comment posted in the last month
- Second highest rated comment
- Absolute newest comment (regardless of rating)
Or something like that.
I feel the same about recent comments being more relevant.
Not sure how you define a comment as “top”…
